Key Responsibilities
1. Regulatory Leadership & Governance
- Act as primary contact for the SFC, external counsel, auditors and key industry stakeholders, and lead the Type 1 / Type 4 licence application through to grant.
- Establish, refine and enforce internal control systems, operational workflows and risk management policies aligned with SFC codes and guidelines, including the VA dealing and advisory licensing conditions and Terms & Conditions.
- Supervise post-licensure daily operations, ensuring adherence to the SFO, the Code of Conduct, FRR and AML/CFT requirements.
2. Product & Business Strategy
- Work with product and business leads to convert client needs and market opportunities into commercially sound, regulatory-compliant strategies for professional investors.
- Evaluate, negotiate and integrate external vendors and SFC-licensed platform partners, including digital payment on/off-ramp solutions, to ensure compliant fund flows.
- Track market, competitor and regulatory developments to guide the product roadmap and support licence applications, including the forthcoming AMLO VA dealing and advisory regimes.
3. Culture & Cross-Functional Alignment
- Bridge technical, product and compliance teams so that regulatory requirements are embedded in product design from day one.

Job Requirements
- SFC-approved Responsible Officer for both Type 1 and Type 4 — currently, or within the past three years. (***Licence must be free from the "non-sole" condition and from any other condition restricting supervision of these activities.)
- Hong Kong based and available at all times to supervise the regulated activities.
- Minimum 10 years in securities dealing and/or advisory, including at least 5 years in a supervisory capacity. Must have at least 3 years' relevant industry experience within the past 6 years, plus 2 years' management experience.
- Proven record of building compliance frameworks, managing SFC licence applications end to end, and overseeing daily regulated operations.
- Working command of the SFC/ HKMA Joint Circular (Dec 2023) and Supplemental Joint Circular (Sep 2025) — omnibus and introducing-agent models with SFC-licensed platforms, professional-investor scoping, the VA knowledge test, token due diligence, custody and segregation, and VA-specific AML/CFT including the Travel Rule and on-chain source of funds.
- Degree in accounting, business administration, economics, finance or law (or CFA/ CIIA/ CFP); HKSI LE Papers 1, 2, 7 & 8 or approved exemption; CPT in good standing.
- Exceptional cross-functional collaboration, with the ability to articulate compliance requirements clearly to technical and product teams.
- Fluency in English and Chinese (Both Cantonese and Mandarin).
- Clean regulatory, disciplinary, criminal and bankruptcy record. Full disclosure of outside directorships and group-entity roles required at application.
